There seem to be some issues with R9, 3 things were missed off the public change log but they still seem to be in force, these are:-

• Ranked ON forces game-password OFF
• Ranked and PunkBuster settings can only be changed during server startup
• A server is marked as "hardcore" either when Friendly Fire is enabled, or when all the typical hardcore settings (hardcore killcam minimap etc) have been flipped

As a side effect of the PunkBuster only being able to set during startup people with

pb_sv_task 30 -1 vars.punkBuster false

set in their PB cfg files might find the server doesn't start or crashes so you need to remove this, the next server update will force ranked servers to PB on this was planned for R9 but was withdrawn while any issues with PB are addressed.
